T1345: Ysul lost IP failover and IPv6 network connectivity when jails are launched

Summary

Currently, jails networking conflicts with host networking.

Pending proper NAT or pure IPv6 configuration, this change disables
the autolaunch of the jails at boot time.

Fixes T1345.

Test Plan

Tested on Ysul and checked on another server it's no-op.
