rOPSd9d204447ebc: Update nologin path

Summary

According /etc/pam.d/sshd on Debin 13, the current nologin blocking
file is /etc/nologin.

This is a follow-up for 7277030d10a6.

Spot porting this unit to a new Salt repository.
