rOPS3c2236611a8b: Install gcc14 on devserver role

Summary

As FreeBSD servers ship with clang, gcc isn't installed on the system anymore.

Still, there are cases where investigations need to compare gcc and clang
behaviors. For that, the gcc package is required.
