To populate the new file, this is now as easy as edit in rOPS the pillar/webserver/sites.sls file, but then, the pool will exist to both wikis, as there is no "remove non managed files from the directory" feature currently.

php-fpm is fully managed by rOPS now and we switched from ports to UNIX sockets to allow better identification in nginx configuration.

This service correctly uses the 9002 deploy group, and reload/graceful are "nice to have", not blocker for deployment through rOPS, so we can call it done after these 21 commits.

According https://en.wikipedia.org/wiki/Serbian_language, section writing system, and according CLDR documentation, and also according https://phabricator.wikimedia.org/T97882, the sr language code doesn't make any assumption on alphabet.
