Move resolve_resource_id into Resources::resolveID

Recreate the missing or prune get_user_id method

Bump to OmniTools 1.x as we're working on both Keruald and this codebase in //.
Option::orElse is correctly implemented in that version.

Test Plan:

• browse a regular namespace
• load a workspace with custom auth method
