Promote UIDs and GIDs into pillar

Summary:
Create new pillar entries uids and gids to maintain in YAML
dictionaries of users and groups instead of copying values from
documentation-file to pillars/roles files.

Test Plan:

• ensure each touched unit is no-op
• unit tests added for pillars format
