Configure new vault key for IPsec
Configure Saltstack to automate deployment of IPsec tunnels on router-002 and router-003 as a test first
Deploy IPsec configuration on the routers .
Deploy IPsec tunnels on Windriver and Ysul to the CARP virtual IP shared by router-002 and router-003
