Publish dev documentation for rabbitmq-tcl

Description

Plan:

  • have Doxygen on one of the Jenkins agent image
  • prepare a Jenkinsfile with a doc step:
    • rebuild the documentation: make clean-doc doc
    • artifact to publish: doc/build/html
  • prepare Alkane deployment helpers:
    • init should trigger our Jenkins job
    • update should decompress to /var/wwwroot/nasqueron.org/docs/rabbitmq-tcl
