We want to investigate if Anubis could help to mitigate a chunk of traffic.

Pending Anubis deployment, I've set temporary mitigation up in D3947, it clearly improve comfort of use of DevCentral, pages load virtually instantaneously like before.

It can only be temporary because there could be legitimate use of a dedicated server in one of those very large cloud providers to use our Phabricator instances, so I'll revert it once Anubis is there.
