Configure a CARP VHID for the shared virtual IP

Description

In CARP, a VHID is not created per interface but per virtual IP.
The VHID uniquely identifies a CARP virtual IP shared between multiple routers.
This same VHID is configured on the corresponding interfaces of all participating routers, allowing one router to act as the master and the others as backups.
