Create log file for GRE tunnel creation script

Description

The GRE tunnel creation/failover script should write its actions to a dedicated log file. This log should include timestamps, detected CARP state changes, GRE interface creation/destruction, remote peer reconfiguration, route updates, optional IPsec reloads, and any errors encountered. This will make failover troubleshooting easier.
