Arcanist and DevCentral configuration for Tasacora repositories

Description

We would like:

  • to ensure repositories callsigns are explicitely set in .arcconfig
  • to add .arclint files with relevant JSON and Python linters
  • to add stage areas, so we can land accepted changes directly from web interface

Archiving Tasacora project as this project doesn't currently have any traction or resources.
