Wearg publishes notifications to IRC channels.

A selective ignore of Wearg should be configured in PhabricatorBot code, so Xessife can interact the way we want with the notifications bot.

Log

The channel ''nasqueron-ops'' is logged to Chatlog, an application available to members of Tasacora Servers or Nasqueron Docker deployment squad (ie the current users of Nasqueron IRC channels).

We should probably keep Wearg notifications in the log to avoid to lost context when someone reacts to a notification.
