Summary

@FRWPKumkum currently has an access to Ysul.

As we're considering migrate IRC use only to Eglide,
I create proactively an account on this server too
to ease the transition.

Fixes T1101.

Test Plan

@FRWPKumkum can test it through ssh eglide.org
