Summary

To provide TCL 8.6, rPKG serves with e202710c7162
packages taken from psychotic ninja.

This change allows CentOS servers to get those.

Test Plan

Tested on Equatower:

  • salt equatower state.apply roles/core/userland-software
  • yum install tcl
