rOPS2d0bf1665d3a: Use packages.nasqueron.org repository on CentOS

Summary

To provide TCL 8.6, rPKG serves with e202710c7162
packages taken from psychotic ninja.

This change allows CentOS servers to get those.

Test Plan

Tested on Equatower:

salt equatower state.apply roles/core/userland-software
yum install tcl
