Summary

Use \PHPUnit\Framework\TestCase new class name.

Fix Uncaught SebastianBergmann\Timer\RuntimeException:
Cannot determine time at which the request started in
phar:///opt/phpunit7/php-timer/Timer.php:64 issue.
