rOPS67494e61f307: Don't install weatherspect anymore

Summary

Initially installed to add flavour to the console experience
with cool CLI utilities (see T245 and T251), weatherspect
isn't maintained anymore (last change in 2013), deprecated
on FreeBSD.

Fixes T1556.
