rOPS55c7b14a7a54: Upgrade to Vault 1.13

Summary

Download from HashiCorp site instead to use system packages.

FreeBSD packages aren't up-to-date, with 1.8.7 as the last version
offered (now at patchlevel 9). Vault 1.8.7 has been released 2021-12-21.

Instead, download the binary directly from HashiCorp site.

The 1.13 version brings support for PKI directly in the UI,
and alpha support for events.

This change doesn't enable events, work is first needed
in the Notifications Center to support them (see T1797).
