Summary

Provision a Docker container with service image,
mount it on api.nasqueron.org

The /web mount point allows for future plan to create
a more comprehensive web ontology library, to be used
by tools like Source template generator.

Works fine as long as API uses a HTTP back-end. Could need to switch to uwsgi configuration per D2720.
