rOPS42ce4cbee888: Make docker_containers pillar entry optional for tests

Summary

pillar/paas/docker/docker-002/reports.sls doesn't define
any permanent container, but schedule jobs instead.

Fix test to cope with this scenario.

This is a follow-up for 5959b7569b79.
