Summary

We provide directories variables as a jinja map to simplify
the state syntax.

This reverts commit 6f514b4bfb7b48a9f211723de27880866fca5dcc.
It contained the same logic as a pillar, not currently in use
(it was a preparatory work for unmerged D924).

Test Plan

Apply each affected SLS, assert it's no-op
