Change ac0417e3277b introduced a timer running every hour at :30, but claims "every 30 minutes".

If a 30 minutes periodicity is needed, we should fix this line in Wearg/Notifications.tcl:

bind time - "30 *" ::notifications::channel_notify_periodics
