PHP OpenSSL extension is now loaded twice on WindRiver

Description

On WindRiver (FreeBSD, devserver role), the last update to PHP 8.1.3 brings this message:

Warning: Module "openssl" is already loaded in Unknown on line 0

The extension is loaded by default now, so /usr/local/etc/php/ext-20-openssl.ini isn't needed anymore.
