Upgrade Salt repository on Debian

Description

Salt 3005.5 is still installed on Eglide.

Eglide currently uses as repository source for Salt https://repo.saltproject.io/py3/debian/11/amd64/latest

I guess it's the last repository before onedir migration, as https://repo.saltproject.io/py3/debian/ doesn't provide a /12, and versions for /11 are limited to 3004 and 3005.

A repository then package upgrade are needed.
