rOPS180e5d932b2c: Restrict transparent hugepages when tuned isn't installed

Summary

To avoid performance issues with containers databases,
Docker engines have their transparent hugepages disabled
through tuned.

A fresh install of Rocky 9 shows tuned isn't shipped by default.
As such, we can offer an altrnative plan to use /sys/kernel.
