WindRiver issue

php82-pdo_pgsql-8.2.4 depends of postgresql13-client-13.10,
but our PostgreSQL current installation targets 15, so we've already postgresql15-client-15.2

Recommandation is to build a php82-pdo_pgsql-8.2.4_1 package against postgresql15-client-15 and add it to packages.nasqueron.org

Done, php82-pdo_pgsql-8.2.4_1.pkg is now available on Nasqueron packages repository.
