Create users before install software, so we avoid any root:root apt lock.
dereckson lowered the priority of T862: Launch bitlbee on Eglide, and listen to another part than 6667 from Unbreak Now! to Normal.
Decreasing priority after stopping former process and launc a new one with su bitlbee -s /bin/sh -c '/usr/sbin/bitlbee -p 12000 -P /var/run/bitlbee.pid -F'.

Solved root group issue and got it working on Eglide:
We have an issue with mismatches between local catalog and remote packages sizes, pkg update -f takes care of that for round C. The cache (/var/cache/pkg) has been purged.

- Removed diacritic from Sébastien
- Fixed indent
- We need to get rid of group root 0 (doesn't work currently)
Deleting the ScaleWay image file /etc/update-motd.d/50-scw solves the issue.
dereckson lowered the priority of T856: Allow YAML UTF-8 characters in Salt configuration from Unbreak Now! to High.
Locally, we updated Salt and we enabled the yaml_utf8 option.
