Upgrade to AirFlow 2.8.0 and Python 3.11

Summary:
By default, upstream images are still built with Python 3.8.
More recent Python builds

Test Plan:
Build the image. The build shows the Sentry SDK is correctly available
in version 1.39.2 for Python 3.11.
