Bump PHP utilities, Node and Java dependencies for PHP agent

Summary:
Node 14 is deprecated, upgrading to Node 20.

PHPUnit version is kept in sync with Keruald.
Other PHP utilities are upgraded to last version.

Ref T2091 for OpenJDK 11 -> 17

Test Plan: Build the image, deploy on CI, run job
