Disable paas-jails role for Ysul

Summary:
Currently, jails networking conflicts with host networking.

Pending proper NAT or pure IPv6 configuration, this change disables
the autolaunch of the jails at boot time.

Fixes T1345.

Test Plan: Tested on Ysul and checked on another server it's no-op.
