Deploy Grafana

Summary:
FreeBSD service deployment on WindRiver. Paths in Grafana configuration
follows the FreeBSD port choices.

nginx serves static resources both for UI and plugins,
everything else is sent to the back-end on a UNIX socket.

Test Plan: https://grafana.nasqueron.org/ is connected to Prometheus and Graphite
