WIP: nginx, letsencrypt
Summary:
A minimal web setup for shell servers is nginx + letsencrypt.
This commit is a WIP: configuration still to do.
Fixes T778.
Test Plan:
- https://www.eglide.org is running with a SSL certificate
- letsencrypt renew works
