Deploy woof on Debian

Summary:
Debian doesn't provide the woof package anymore.

This change deploys it directly, with a templatized placeholder
for Salt to set the canonical IPv4 to use, so we can easily
copy/paste the URL with the correct IP address on Scaleway network.

Fixes T1644.
