Import GitHub and Phabricator configuration

Summary:
Nasqueron application code contains .gitignore relevant
for the application, but not for our configuration.

They prevented at repository creation time to include
all the files.

The analyzer files explain to the notifications center how to
map repositories (GitHub) or projects (Phabricator) to groups.

This is a follow-up for 9f1c9de12364.

Test Plan: Files were in the repository from the start, works fine.
