Include roles/shellserver/web-hosting in Salt highstate

Summary:
To get a smooth nginx reload with every logs directories present,
order should be:

1. install nginx (userland-software)
2. create directories for domain logs (eglide-website for example)
3. configure nginx (web-hosting)

This is a follow-up for change c1b251699af.
