Migrate Tommy to Equatower

Summary:
The CI dashboard builds.nasqueron.org is moved from Dwellers to Equatower.

A new dashboard is prepared for CD, without nginx configuration, as it will
be a part of infra.nasqueron.org.

This change provisions nginx for CI and Docker configuration for both.
