Install libssl-dev on Eglide

Summary:
Allow to compile software against OpenSSL.

Moved from D924 as plan is now to install manually an OpenSSL legacy
1.0.x version for software not updated for 1.1 API (4f5ee490be79).

Test Plan: Run on Eglide
