Align Windriver roles between top, pillar and NetBox

Summary:
Pillar didn't document all new observability stack roles
given to the devserver.

The role webserver-legacy was NOT applied to the new WindRiver,
and should be still converted into webserver-alkane units or just
removed if not needed anymore (e.g. Jenkins CD).
