Install phpcs on dev servers

Summary:
For that we need pear (and so zlib), which we document explicitly.

phpcs itself requires xmlwriter and tokenizer extensions.

This state isn't warranted to give full satisfaction,
as packages aren't always up to date.

Test Plan: salt-call --local state.apply roles/shellserver/userland-software/base test=True on Ysul
