Pipeline as code for Jenkins

Summary:
Ask Jenkins to run tests/prod-environment-behaves-correctly/ tests
on a php node to determine the state of the prod environment.

This commit reintegrates ccd4fed84c7a with directory adjustment.

Test Plan: Update Jenkins repo in test-prod-env , trigger a build
