Provide a tiny redirect service

Summary:
Visit Brussels offers on a daily basis last minute tickets,
but URL for those is difficult to find.

This tiny redirect service allows to define URLs and substitute
expressions like %%YYYY%%, %%MM%%, %%DD%% for a date.

The redirect to perdu.com can work as both documented easter egg
and QA purpose, with a stable URL.
