Tweak responsive CSS for portrait and very low height resolutions

• Background size in cover mode for every portrait orientation
• Smartline is rejected to the bottom of the screen < 192px height

That could still be improved: cover mode should occur each time the
portview height is greater than the background wallpaper height to
handle odd resolutions, like squares of 1600x1600.
