To enable the Hg-Git extension it has to be added in either

'$PREFIX/etc/mercurial/hgrc' (per-system),
'$HOME/.hgrc' (per-user) or
'<repo>/.hg/hgrc' (per-repository)

Hg-git upgraded to 0.7.0 to get compatibility with Mercurial 3.2 and avoid P4 issue.
