Create a dark theme CSS for Agora

Description

Modern interfaces should offer a choice between light and dark mode, and ideally honour system preference.

Existing CSS for Timeless - https://www.mediawiki.org/wiki/Skin:Timeless/DarkCSS is a good base, but brown tones should be improved into a more friendly and contrasted color (contrast is important for accessibility).

Current path is in favour of implementing our own colors.
