Currently, we have let +q all the evening, forbidding IRC users to speak on the channel.

When a +q is put on #wikipedia-fr:

(1) Warn ops (through a voice notice?) 60 minutes after of this +q (Dereckson idea)
(2) If this is a *!*@..../* quiet line, offer an option to remove it after 120 minutes (Pitareio idea)
