Hg-git upgraded to 0.7.0 to get compatibility with Mercurial 3.2 and avoid P4 issue.
Fixed with hg-git upgrade to 0.7.0.

Restoring base64 line (it could be another idea to require all packages in one place but that's another debate).
Solution is to disable sslv3 and enable tls with tls::init -tls1 true -ssl2 false -ssl3 false before the socket registration:
The solution to run Docker without SELinux is dismissed.
