Switch repository to monorepo organization

Summary:
Instead to only use this repository for fantoir-datasource,
we can also use it to host other components.

Immediate projects are to add Opendatasoft Explore API client
to query data.economie.gouv.fr to know if a new FANTOIR version
is available, and to extract SPARQL client code as a standalone
library.
