Install quassel core

Summary:
Ref T1384

Quassel requires as certificate the private key and the public certificate in the same file.

/var/lib/quassel home directory, UID and GID are taken from the Arch package.

Test Plan:

• check certificate file is created
• run core and connect with quasselclient
