Migrate acquistariat from Dwellers to Equatower

Summary:
States have been configured for phpbb_db MySQL server.

This change repurposes the state to be able to run several MySQL servers
(acquisitariat for development facilities, phpbb_db for the SaaS).

• dump import was successful
• connect to MySQL works
• DevCentral container works
